Background
The project was located down a narrow one-way lane off Hatton Garden, surrounded by a mix of residential and commercial properties, which required careful consideration of restrictions on noisy works and site access. Special attention was given to stakeholder management, particularly in relation to working hours and disturbance to adjacent occupiers.
Challenges
From pre construction stage it was clear that a well structured traffic management plan would be essential to a successful build, so a specialist traffic management consultant was engaged to design, coordinate and implement the arrangements in collaboration with local businesses and residents. This ensured that deliveries, waste removal and plant movements could be managed safely within the constraints of the one way system and tight urban environment.
Approximately two months into the works, the project was significantly impacted by the Covid 19 pandemic, which disrupted the supply chain, reduced staff availability and affected the procurement of key materials and products. The client, design team, principal contractor and subcontractors adopted a collaborative approach to mitigate these issues, holding regular coordination meetings to review risks and agree changes.
Results
To maintain progress and protect the completion date and budget, staggered shift patterns were implemented so that site staff numbers could be retained while complying with social distancing requirements. Alternative materials and products with better availability were jointly selected where necessary, ensuring that the design intent and performance requirements were not compromised. These combined measures enabled the project to be handed over on time and within the agreed financial parameters despite the challenging circumstances.
